2010 TAMFL League Charter and Governance Document as at May 4, 2010
I – Purpose
This is a recreational league. Its primary purpose is to create an atmosphere that is enjoyable for all players. Umpires, team reps, and all players are responsible for maintaining a friendly atmosphere. Any incidents of poor sportsmanship should be reported to the league and will be dealt with on an individual basis by the league executive. All executive members, team reps and umpires are volunteers and are participating for the fun of the game.
II – Result System
The League Statistician is responsible for the operation of the result system.
Game results should be submitted via email by the Team Reps at the end of each game.
Standings will be posted on a weekly basis.
III – Umpiring
The Umpire-in-Chief is responsible to ensure that each game is covered by a plate umpire. He will build a staff of umpires to cover all games. Each umpire will be paid a nominal amount by the league.
For season play the base umpire is assigned or picked from the offensive bench or from the stands on a voluntary basis. During the playoffs, certified umpires will be hired.
This is a recreational league. Members from the league volunteer to be plate umpires, as such, Team Reps are asked to remind their teams that the umpires are not experts. Bad calls will and do happen and are part of the game, so please maintain a sense of humour and respect those willing to get behind the plate. Please keep the arguing and comments to a minimum.
IV – Team Rep Responsibilities
Ensure smooth operation of team affairs throughout the season by coordinating and controlling all team activities including:
- General
(a) Assist in arranging umpires for games during the season.
(b) Appoint an assistant rep to help.
(c) Collect registration fees from unpaid applicants and submit to President.
(d) Input scores to result system.
(e) Represent team at league executive meetings and pass pertinent information to team members.
(f) Uniform distribution.
(g) Awards: nominations and inputs.
(h) Sale of banquet tickets to team members.
(i) See that equipment is set up and put away.
(j) Turn field lights off.
(k) Attach the chain across the church parking lot entrance
(l) Other matters as may arise.
- On the Field
(a) Maintain spirit and intent of league.
(b) Pre-season practice as deemed necessary.
(c) Discipline and control of players.
(d) Equal opportunity – all players bat and play an equal number of innings on defence unless prevented from doing so by injury.
(e) Safety, including spectators.
(f) Resolution of disputes, including protection of umpire from abuse. Note that the umpire has authority to eject a player from the game without recourse (rule 1).
(g) Encouragement and development of new players.
V - Code of Conduct: Zero Tolerance
The intention of the league is to provide players and fans an atmosphere that is conducive to family entertainment.
Umpire abuse, unsportsmanlike conduct, profanity and other behaviour contrary to the expected standards will not be tolerated.
Players demonstrating unsportsmanlike conduct will be ejected from the game. They will be expected to leave the park immediately without further confrontation or otherwise face further discipline from the league.
Players, whether ejected from a game or not, demonstrating behaviour contrary to that expected will be subject to disciplinary action either in the form of a warning or suspension, depending upon the severity of the incident.
All incidents will be referred to the League President and reviewed by the League Executive in a timely manner to protect the interests of all concerned. It is expected that a player once disciplined will accept the principles of the league.
The League President reserves the right to impose a temporary suspension, in extreme cases until such time as an Executive meeting is convened and a formal review conducted.
VI – Administration
- Games
(a) All games are scheduled as seven (7) innings.
(b) Ties are broken only in playoffs (best 2 of 3 format).
(c) All games take place at the Bellman Diamond just west of the community centre field house.
(d) All games MUST begin by the assigned game time.
(e) The last inning of the game cannot start later than 8:15 for the first game and 10:15 for the last game.
- Balls
(a) The balls are kept in the storage locker. One NEW ball will be used for each game.
(b) Other balls, taken from those stockpiled from previous games, will be used as backup balls.
- Setup
(a) Home team is responsible to set up common equipment, to lay out the bases/chalk lines and pick up after the game.
(b) The common equipment is stored in the storage locker at the field.
(c) In the case of double headers, the home team for the 6:30 p.m. game will set up the common equipment; the home team for the 8:30 p.m. game will pick up after the game and return the equipment to the storage locker and lock up and turn off the field lights.
- Parking
(a) Use parking lots. See Parking Agreement.
(b) DO NOT PARK ON THE GRASS.
(c) In the case of the church lot, please drive very slowly into and out of the lot. Please park close to the field - NOT near the church.
(d) There must be no open alcoholic beverages on church property, which extends to the curb.
- Rain-outs
(a) Five (5) innings constitute a completed game in the event of rain after commencement of game.
(b) Should rain force termination of play beyond the fifth inning, the game score is determined by the last fully completed inning.
(c) A completely rained out game is scored a 0-0 tie with one point awarded to each team. The game may be replayed under mutual agreement between Team Reps at an open time in the schedule or on a weekend.
(d) Experience has shown that doubtful weather conditions before game time (6:30 - 8:30) will result in no shows. Team Reps are asked to have their teams show up at the diamond as scheduled and the decision to play or cancel can be made by the Team Reps at game time and communicated instantly to all. For a little extra effort, we can often get the game in and everyone benefits by this procedure. The weather can change very quickly and often for the better! In any case of disagreement of whether to cancel a game or call the game if it has started, the umpire has the final say.
- Game Forfeits
(a) Failure to have seven men from your own team roster present by fifteen minutes after the scheduled start of the game will result in a forfeit of the game.
(b) The team in forfeit will be given a loss and the opposing team is awarded a win.
- Protests
(a) Conflicts must be resolved on the field by the plate umpire and the two Team Reps.
(b) Should resolution not be possible, the game will be scored as a tie (one point to each team).
(c) The plate umpire has the final decision in this.
(d) Any appeal from an umpire's ruling must be in writing addressed to the league executive and accompanied by a non-refundable $100,000.00 money order.
- Eligibility
(a) All players must have signed the indemnify/registration form before they play a league game.
(b) It is the Team Rep's responsibility to ensure that the form is properly signed and forwarded to the League President before the player appears in a game.
